The word "garne" (prounounced gar-nay), is French (although our English keyboards do not allow us to put the "accent egu" over the e which makes it sonld like an A), and means "decorated". I am assuming this is a French company, but I cannot be 100% sure. This is a very nice piece, made during the era after machine production began to be more commonplace, thus we see stones that are glued or pressed into the settings, rather than prong-set. There are two or 3 different finishes or slight color variations, as you can see in the photos, and some of the stones have the Aurora Borealis finish so they look slightly iridescent. Even though some of the pieces are machine generated, the separate florets are soldered together by hand. They are actually made of solid metal rather than pot metal with a metallic finish. The piece feels heavy compared to many other pieces of this size. Still, glued in stones inherently have more problems over the years, as the glue deteriorates. This is what causes the stones to turn milky, which has happened in two of the navette rhinestones. Even so, it is a delightful unusual piece, highly wearable. All vintage items will sustain a normal amount of wear, due to the passage of time--even an unused item can age due to factors such as temperature, humidity, and handling. Items listed as in great to excellent vintage condition will not necessarily look like new, and unless I state that an item is in pristine or mint condition, you will expect to see some indication that an item is not new. If I can tell that a repair has been made, I will tell you in the listing. Do not expect complete perfection unless that is expressly stated.
