She was laid down at the Newport News Shipbuilding at the Newport News, VA. Launched in April 1905. Commissioned into the U.S. fleet in March 1907. She was a 16,000 long tons ship with length of 456.4' and beam of 76.10'. and draft of 24.6'. 2 x triple-expansion steam engines, 2 x screw propellers, 18 knots. Complement of 827 officers and men.
