The overall pattern that is painted on the item looks like they were trying to make it resemble cowhide, however. Not sure what all the letters and number 103 means either, but on to the item (orig. price on bottom reads $16.95 as well): Cute small boot vase figurine - would be cute with some faux flowers in it or even some tall match sticks on a fireplace mantel.
