Operating on a pap, which covers the war theatre from Mississippi to the Atlantic, the Players maneuver counters representing the opposing field armies and the Union naval-river flotillas. The game, lasting 16 turns, is resolved by the success or failure of the Union to occupy the heartland of the South. Railroads and rivers, essential for supply and movement from the axis for most strategic operations. Movement in the game is done in sequence. The combat system features unique "double-match" (2 plus to 1) rules and retreat-before-combat rules which illustrate the bloody indecisiveness of most Civil War battles. The effects of disease and desertion are demonstrated by attrition. While the problems of coordinating mass armies of amateurs are reflected in the Command Control and Leader rules. Optional Rules allow the Players to experiment with several "what-ifs?"; such as Foreign intervention or a neutral Virginia.
