The proposal to increase the size of the army was a direct response to the War of 1812.This speech was widely published in New Hampshire, with additional editions appearing in New York and Virginia. The binding is curious. The sheets are sewn into a soft paper cover with a second sheet of the same paper glued down on top thus hiding the stitching. The binding is old but not original from the publisher as stab holes from the original sewing are visible but there is no evidence that this was removed from a large volume.
