Description: This is missing the battery cover and there was masking tape wrapped around. It looks like batteries were left in it I tried cleaning it up and putting batteries in it and could not get it to work the odd thing is when it was hooked up and turned off it seemed to be working not sure what's going on. Needs repaired .
