Slide the cover over the bottom of the jack (with the base removed) and finish zipping the cover closed. Go back and re-install the base plate and pin. after the cover is on for a while it will stretch enough to be able to put on and take off without having to remove the base plate... removing the base plate only takes a minute so it is not all that bad.
