Luxemburg during WW 1 was occupied by German forces from August 1914 until the end of the war on 11 November 1918. The occupation was full and complete. Catalogue Reference:-Pick#21. The note is printed in Black on light shades of a Blue and Multicoloured underprint on the face and the reverse. All the text on the face is in French and on the reverse in German. The note is printed on White paper which is watermarked with Bar Crosses (Balkenkreuzen) throughout. The note's design is used on both sides, which are identical, except for the text and the signatories on the note. The text on the face is as follows - ' État du Grand-duché de Luxembourg Bon de Caisse au Porteur. Loi de 28 Novembre 1914 1 Un Franc 1 soit Quatre-Vingts Pfennig ', all this means roughly - 'State of the Grand Duchy of Luxembourg Bearer Cash Voucher. Law of November 28, 1914. 1 One Franc 1 or Eighty Pfennig'. On the reverse is the same text but in German. At the top right corner on the French sise is the Serial number as 171011 in Red. Below this are two signatories. I believe at the bottom centre, is Leon Kauffman as Le Ministre d’État. Président du Gouvernement ( Minister of State, President of the Government) at the bottom right the signature of Le Délègue du Gouvernement. On the reverse there are also two signatories. I believe at the bottom centre, is Ernest Hamelius as the representative of Die General-Staatskasse (The General Treasury) and the signature of Die Kontrolle at the bottom left. Finally on the face at the very bottom is a single line of text in French as follows - 'Ceux qui auront contrefait ou falsifie des Bons de Caisse seront punis des travaux forces de 15 a 20 ans' - all this means roughly - 'Those who have counterfeited or falsified these banknotes will be punished with forced labour for 15 to 20 years'. On the reverse the same statement is at the bottom in German. Also on the reverse at the centre is a cartouche in Orange and light Blue with a large figure '1' within, printed over this in Black, is 'EIN FRANK' Un Franc denomination. Size:- 94 x 61mm. This old small sized Emergency issue banknote has seen circulation. There are central folds and other creases. Its edges and corners are mostly straight and sharp, though there is a tiny nic at the top and bottom of the vertical fold. The note also has a tiny area of semi transparent Pink discolouration at the top right, which overlaps with the Serial number. However, all in all this is a highly collectible, sought after note type, which grades on the PMG Grading scale F 15. This means - 'This note may look like a Very Fine note, but upon closer examination it is found to have too many folds or too much circulation to warrant a Very Fine grade.. HISTORICAL NOTES:- Billets de Nécessite and other Emergency notes were issued in Europe - predominantly in France, during and after World War One from about 1914 and up to the early 1920's, they were used in towns and regions in place of coins which during wartime became scarce as the metal was needed for industry, their use by and large became redundant by the mid 1920's as the economies began to recover following the privations of Wartime. On most of them there was an issue date with details of the date and time they could be re exchanged for regular currency issued by the Banque de France or other Central Bank. There are hundreds of different types, they were issued mainly in denominations of 50c, 1 Franc and 2 Francs. They are interesting historic documents. The same issues were often printed on any paper that was to hand, sometimes of poor quality, even lined paper from exercise books was used on occasion. PINHOLES:- Most French notes of the period inevitably had pinholes because of the quirky way that shops used to deal with banknotes, when a customer paid for an item with notes, a receipt was always given and a copy kept by the retailer to which he stapled or pinned the banknote. The practise had generally died out in France by the 1980's, but it still goes on in some shops in rural areas to this day!!
