If your rules are that hard to make a quick ruling, ebay should just do away with the rules or train their staff to know what is and what isn't allowed under their harsh anti historical items policy. Some sellers break these rules daily and never have issues, others like me who've been on ebay for almost 24 years have been persecuted by ebay since 2004 when it all changed for the worse.
