It contains 22c Uncle Sam stamps with Scott numbers 3259, 3263, and 3353. The 1998-99 stamps are multicolored with 3 different perforation gauges. Richard Sheaff designed the patriotic stamps and APC printed them for SSP. Twenty two cents paid the USPS additional 1 oz rate from Jan. 1999 until Jan. 2001.
