I have shaken up the inner lining and simply divided this raw ore into 2# packages. This is a quote from the Gem Mountain site where I ordered the gravel. "Because this gravel is a natural product, we cannot guarantee the quantity or quality of the sapphires you will find." I have never panned any or this without finding any stones, but there may be a time where you may have an unfortunate circumstance of having a dud of a bag.
