Thomas Jefferson wrote the articles of Confederation, which were adopted as our declaration of independence on July 4, 1776 by the second continental Congress. There were 56 signers of this declaration, who are pictured on the reverse of the two dollar bill. The state flag stamps were a fixed to these consecutive two dollar bills in the sequential order of their admittance into the union. The first bill has the state flag stamp of the first state to be admitted, the second two dollar bill has the state flag stamp of the second state to be admitted into the union and so forth, to the 50th state to be admitted.
