The center has a blank area for the inscription of the recipient's name surrounded by MANHATTAN, BROOKLYN, QUEENS, BRONX, RICHMOND, the five boroughs making up the city. Edge: Plain. This medal, of which only 730 were made, commemorates the Golden Anniversary (1898-1948) of the incorporation of the City of New York. By 1950, the medal was modified by replacing the 1948 date with five stars and as such is still being awarded today. It is the highest award conferred upon civilians by New York City and is presented by the mayor to those individuals who have demonstrated "exceptional citizenship and outstanding achievement."
