A: This callable 12 year bond from Nazi Germany was issued in 1936 for the amount of 500 Reichsmarks by the Reich Debt Administration (Reichsschuldenverwaltung, RSV). The 4½% interest was paid semiannually. In the last six years of their term lotteries were held in which number pairs between 00 and 99 were drawn. All bills from that year, of any series, ending in those numbers were redeemed. The terms read, in part, "One sixth of the allocation of this series will be drawn in each of the years 1943 to 1948. The draws are made in such a way that in the years 1943, 1944, 1946 and 1947 there will be 17 each; in the years 1945 and 1948 16 each of the ending digit pairs between 00 and 99... All treasury bills from each series whose number has one of the pairs of digits drawn in the last two digits (tens and ones) are considered to have been drawn..." The success of the 1936 remilitarization of the German Rhineland, and the temerity of Britain and France in the face of it, emboldened the Nazi regime. In that year Adolf Hitler launched the "Four Year Plan" to prepare the country for war. Hermann Göring was appointed its head. Large domestic spending programs in addition to military expansion were undertaken and the public debt rose accordingly. Bonds and treasury bills proliferated. This certificate marks the beginning of the Third Reich's first open steps on the road to war, and its ultimate destruction. You will hold history in your hands.
