In the American colonial and early republic periods, rapid population and community growth caused a need for expanded infrastructure projects to build roads, schools, hospitals, etc... In an effort alleviate the need to levy new taxes on citizens, a common practice was to create a lottery to fund projects. As a result, colonial and early state legislative records are littered with resolutions establishing lotteries that went on to collect millions of dollars. By the 1830's, large opposition had grown up against the lottery system, especially from religious communities. This 1834 pamphlet is a record of one such society from Pennsylvania complete with their address against lotteries and suggested legislative actions for their elimination. COLPAP-0908-RT22
